N95 or better masks are in short supply - reserved for those at high risk. That was one of the reasons for telling people early not to wear masks, along with the need for such effective masks to be properly fitted, and that people not accustomed to wearing masks might increase their risk by touching and fidgeting with them excessively.
Then there were new studies showing the spray from people coughing, sneezing, even talking. You can find the videos; i guess they put ultraviolet dye in people's mouths, or something, but it can travel way more than six feet.
What was awkward to say straight out is that if most people are wearing even lesser masks (which don't protect the wearer much), they're helping protect each other, because while cloth won't stop really tiny particles inbound, it will stop large ones outbound and greatly reduce the distance traveled by whatever escapes.
Not everything inconsistent is a conspiracy! One would hope that what happened, happened - that they learn and change the advice based on what's been learned.
FWIW, while I'm not happy with government telling anyone what to do, there's a plus side to masks. Think of the way too many video cameras everywhere. Kind of hard to do face recognition on people wearing masks (unless they consistently wear one that's very very unusual). It's all in how you look at it; is a mask an insult to your liberty, or is it a poke in the eye to the always growing surveillance state? :-)
